Federal District Judge Karin Immergut granted a short lived restraining order Saturday blocking Trump from sending the National Guard to Portland, ruling that metropolis and Oregon officers “are likely to succeed on their claim that the President exceeded his constitutional authority and violated the Tenth Amendment” in ordering the deployment.
