The greatest of its type in south-east Asia, the Monsoon Wind Power Project, towers above the agricultural district of Dak Cheung – which is among the poorest corners of Laos.
The challenge is owned by a Thai-led consortium, however was constructed by a Chinese contractor.
The deputy challenge director Jeremy Warman says it has sufficient energy for near "a million households".
