The 126-page Justice Department report alleges the Phoenix Police Department engaged "in a pattern or practice" of discriminating towards Black, Hispanic and Native Americans, utilizing "excessive force, including unjustified deadly force," violating free speech rights and unlawfully detaining homeless folks. The Phoenix police union rejected the report.
