A residential constructing in Fairmont, West Virginia, partially collapsed as flash flooding hit components of the state. Initial experiences indicated nobody was injured, though a number of deaths have been reported in different components of the state.
The devastating flash flooding and heavy rains prompted West Virginia Gov. Patrick Morrisey to declare a state of emergency on Sunday.
