Chronic instructor shortages and elevated illness absences have pushed colleges to rely closely on provide businesses, costing the schooling system almost £1.4bn within the final 12 months alone.
One headteacher advised Sky News it could price colleges upwards of £200 a day for a "decent supply teacher", with colleges "being held over a barrel" for some specialist topics.
