Does water’s ‘Great Stink’ second move the sniff check?

A important assessment into England and Wales’s damaged water system has been launched – and it says we’re within the midst of the "Great Stink" of the twenty first century.  
  
The report consists of 88 suggestions – together with a brand new single built-in regulator to switch current water watchdogs, obligatory water metering, and a social tariff for weak clients.
