CNN affiliate KCBD captured footage of flames capturing out of a manhole at Texas Tech University in Lubbock. An explosion prompted fires and energy outages, which prompted evacuation orders and sophistication cancellations. No accidents have been reported, however the trigger stays unknown. #cnn #information
