Speaking to Trevor Phillips on Sophy Ridge on Sunday, professor Brian Bell, Chair of the Migration Advisory Committee, called for consistency from ministers on what their plans are for the border.
He said banning all workers coming into the UK would get the numbers down, but that would be a "dangerous" policy, adding: "There needs to be some consistency."
