The “manifesto” was timed to come back out on YouTube, Minneapolis Police Chief Brian O’Hara mentioned, and reiterated that it’s been taken down. Investigators are going via it to “try and develop a motive from that,” he informed reporters. O’Hara added they consider the “manifesto” was “by the suspect.” #CNN #News
