Zaur Aleksandrovich Gurtsiev, a veteran of Moscow’s struggle in Ukraine was killed in an explosion in Stavropol, which was “committed using a homemade explosive device,” in response to investigators. Gurtsiev had taken half within the “Time of Heroes” program, selling veterans of the struggle to official positions within the authorities. CNN’s Matthew Chance reviews.
