Police say the "shocking scenes" in Sunderland confirmed "unforgiveable violence and disorder" with officers met with "serious and sustained levels of violence".
Speaking at a information convention, Northumbria chief superintendent Mark Hall stated ten individuals had been arrested thus far.
He stated: "We have officers out now making further arrests for those identified and that will continue in the coming days as well."
