Ukraine comes closer to passing draft law on building network of civil shelters – Minister Chernyshov

The Ukrainian parliament has come close to adopting a bill on the development of a network of civil shelters. This was reported by the Minister of Communities and Territories Development of Ukraine Oleksiy Chernyshov.

The Committee of the Verkhovna Rada on the organization of state power, local government, regional development and urban development supported the draft law, which will ensure the construction of a network of shelters to protect the population, and recommends that Parliament adopt it as a whole.

“The development of a network of protective structures of civil protection will be one of the priority tasks in the field of urban development. After all, the bill will ensure the fulfillment of the requirements of civil protection of the population at all stages of urban planning activities: from planning the development of the territory – up to the adoption of facilities in operation, “- said the Minister.

The draft law “On Amendments to Certain Legislative Acts of Ukraine on Civil Protection Requirements in the Planning and Development of Territories” (registration number 7398) contains a number of initiatives, providing

consideration of civil protection measures even at the stage of development of urban planning documentation;

compulsory involvement of representatives of the State Emergency Situations Service in the consideration of urban planning documentation at meetings of the architectural and urban planning councils;

simplification of the procedure for transfer of land plots for placement of civil defense structures;

The presence of requirements in the town planning conditions and restrictions on the need to include civil protection engineering measures in the design documentation;

the necessity of placing civil protection structures (shelters, storage facilities, bomb shelters) when constructing facilities that will permanently house more than 50 people or periodically house more than 100 people;

Ensuring the maintenance of civil protection protective structures in readiness.

On June 19, 2022 the Verkhovna Rada of Ukraine adopted draft law No. 7398 as a basis.
